Senior Manager: Operational Resilience and Business Continuity

Job Purpose

To develop, implement, and manage the organization’s Operational Resilience and Business Continuity programs. This role ensures the continued resilience of critical operations by adapting to changing business, economic, and technology environments. It is responsible for assessing risks, coordinating with various departments, and ensuring compliance with regulatory requirements to protect critical operations during disruptions.

The role also ensures that business continuity plans are effectively linked to the organization’s operational risk management framework. It is accountable for strategic planning, risk management, and crisis preparedness, ensuring the organization remains resilient and able to continue providing services even in challenging circumstances.

Minimum Requirements

  • Bachelor’s Degree in Information Systems, Information Technology, Computer Science, or a related qualification.
  • Certification: Member of the Business Continuity Institute (MBCI).
  • Minimum of 7+ years of relevant experience in Operational Resilience and Business Continuity Management.
  • At least 3+ years in a leadership or management role.
  • Demonstrated experience in designing and implementing Operational Resilience and BCM frameworks in a regulated environment.

Key Performance Areas

1. Operational Resilience Strategy and Implementation

  • Lead the Bank’s Operational Resilience Framework, policies, standards, and reporting structures.
  • Chair the Operational Resilience Committee (ORC) and represent the function at board and executive levels.
  • Oversee identification, maintenance, and reporting of Critical Operations and related risks.
  • Integrate resilience controls across Business, IT, and Third-Party risk frameworks.
  • Conduct regular resilience reviews, scenario testing, and stress testing.

2. Business Continuity Management (BCM)

  • Develop, maintain, and regularly test BCM policies, plans, and procedures.
  • Conduct Business Impact Assessments (BIAs) and support Business Continuity Planning (BCP) across units.
  • Facilitate awareness and training sessions to improve continuity preparedness.
  • Coordinate crisis communications and lead recovery efforts during disruptions.
  • Monitor trends and evolving threats to enhance BCM programs.

3. Leadership and People Management

  • Manage and develop the Operational Resilience and BCM team, including performance reviews, development plans, and training.
  • Ensure alignment of team objectives with broader bank strategy and regulatory expectations.
  • Drive a culture of resilience, compliance, and continuous improvement.
  • Manage staff movement, utilization, onboarding, and compliance with HR policies.

4. Stakeholder and Client Management

  • Build and maintain trusted relationships with internal and external stakeholders.
  • Communicate effectively with business units regarding risks, progress, and program status.
  • Provide expert guidance to business leaders on resilience and continuity requirements.
  • Deliver assurance inputs and reports to the Operational Risk function and regulators.

5. Special Projects and Continuous Improvement

  • Lead special resilience projects, ensuring clear planning, stakeholder engagement, and delivery.
  • Contribute to enterprise-wide initiatives requiring resilience input or leadership.
  • Track industry trends and ensure the Bank remains ahead in resilience maturity.
  • Provide SME support for regulatory audits, technology initiatives, and transformation programs.

Knowledge, Exposure and/or Understanding of the following:

  • Regulatory requirements related to Operational Resilience and BCM in the banking sector.
  • Industry frameworks and standards such as ISO 22301, Operational Risk Management Principles, and Resilience Standards.
  • Business models, critical operations, and impact tolerance.
  • Crisis and incident response strategies and technologies.
  • Information Risk, Digital Risk, and Information Security controls.
  • Business continuity management systems, tools, and software.
  • Risk and control self-assessment (RCSA), scenario testing, and stress testing methodologies.
  • Reporting and presenting resilience metrics to executive and board-level forums.
  • Integration of Operational Resilience with Enterprise, IT, Third-Party Risk, and Facilities functions.
  • Systems thinking, methodical approaches, and continuous improvement techniques.
