Purpose

The core purpose of the role is to lead the tactical sourcing function and proactively direct the day-to-day fulfilment of on-demand business requirements through the tactical procurement of goods and services from suppliers. This includes translating the procurement strategy and policies for the tactical sourcing function in order to create and unlock optimal value for organisation.

Minimum Requirements

  • BCom Commerce / Law / Engineering / Supply Chain Management/Transport & Logistics and other relevant degrees.
  • 5 - 12 years in procurement/ strategic sourcing / Supply chain management/ inventory management environment.
  •  3-5 years’ experience in a senior Procurement and Supply Chain Management role.
  • Computer literacy i.e. ERP inventory/stock management software.
  • Proven track record of supplier and internal stakeholder relationship management. Established networks within the relevant industries/service providers.
  • Engaging at executive level.
  • Proven track record of working within cross-functional teams, while successfully delivering a challenging benefits and capability building agenda.
  • Postgraduate MBA or equivalent related business management qualification is an added advantage.
  • CIPS membership and/or accreditation (MCIPS preferably) is an added advantage.
  • Valid driver's license.
  • Valid Passport.

Main Duties

1. Strategy execution

  • Develop and execute tactical sourcing strategy and implement the relevant policies and procedures for cost effective and efficient tactical sourcing.
  • Develop strategies and tactics to continuously improve the Procure-to-Pay process in order to improve operating efficiency and effectiveness in delivering service offerings to our end customers.
  • Clarify needs and specifications with internal and external stakeholders • Determine most efficient and cost-effective procurement channels.
  •  Develop strategies and tactics to ensure that B-BBEE compliant suppliers are used by the business for day-to-day fulfilment of business requirements.
  • Develop models and strategies to improve business partnering with business operations to improve service delivery and Service Level Agreement in turn makes the organisation a service provider of choice to the organisation.
  • Drive transformation agenda by incorporating and implementing ESD strategy during the tactical sourcing strategy.
  • Responsible to drive local socio-economic transformation objectives (e.g. B-BBE Code of Goods Practices) relating to supplier and enterprise development, preferential procurement, etc.
  • Identify opportunities to leverage economies of scale and develop proposals and recommendations for consideration and approval by the appropriate leads in the business.
  • Lead and contribute to business initiatives that are designed to improve supply chain efficiency, maintain product quality standards, and reduce cost.
  • Evaluate and understand market conditions in order to develop competitive sourcing strategies to control costs.
  • Develop strategies and tactics to enforce compliance by Procurement Officers/Buyers to utilise existing supplier agreements concluded by the Strategic Sourcing team in order to ensure actual realisation of contracted savings to the bottom-line.

2. Optimise Day to day sourcing efficiencies

  • Day-to-day responsibility of managing fulfilment of business requirements through procurement of goods and services. 
  • Act as the point of contact between Category Management and operations.
  • Engage end-user to clarify business requirements in line with the received Purchase Requisition (PR) to ensure need specification is clear. 
  • Determine the purchase source channel for the PR received in terms of existing contracts, catalogues, source list, framework order and preferred supplier. 
  • Expedite the bidding process and procure business requirements (Goods & Services) direct from the supply market by requesting quotations from suppliers through a bidding process.
  • Manage Purchase Order (PO) creation in the system and workflow for approval and subsequent issue to awarded suppliers. 
  • Expedite of open Purchase Orders with suppliers.
  • Execute the Procure-to-Pay process.
  • Manage end-user relationship.
  • Resolve day-to-day buying issues.
  • Ensure compliance to P2P process and governance framework.
  • Conduct proactive regular meetings and engagements with end-users and stakeholders to determine service delivery gaps and subsequent development of relevant solution interventions.
  • Continuously identify wasteful activities and non-value adding activities along the entire Procure-to-Pay process value chain and implement improvement solutions and processes.
  • Ensure that all open overdue PO’s are closed on a regular basis to enable business visibility on commitments and liabilities with suppliers.
  • Lead and oversee team BBS huddles and ensure that PCB are updated regularly.

3. Financial Targets

  • Drive the realisation of savings, supply efficiency, quality, and process improvements, in line with strategic sourcing strategies.
  • Identify saving opportunities and initiate individual projects and initiatives at all operational levels.
  • Identifying and execute Value opportunities, cost reduction savings opportunities and sourcing execution pipeline. 
  • Contribute to the development of, and ensure the achievement of the agreed financial targets for the tactical sourcing function. 
  • Develop and implement tactics to extract value from the spend and unlock optimal value for the Division.
  • Implement Benefits tracking & monitoring.
  • Track identified, captured and realised cost reduction savings and provide reporting.
  • Contribute to the business financial budgeting process by providing base prices for various goods & services required by the business.

4. Contract and supplier management

  • Conduct supply market search to identify suppliers suitable to meet business requirements.
  • Negotiate contracts with tactical sourcing providers using fact based negotiation and implement Contract compliance monitoring. 
  • Negotiate the best quality, delivery, and price with suppliers for products and services, and compile regular value-creation reports demonstrating cost savings.
  • Monitor volume thresholds/economies of scale and exercise negotiation leverage on price.
  • Supplier relationship management to capture relevant innovation and mitigate supply risks.
  • Manage supplier performance to ensure delivery on SLAs (CSI rating using survey methodologies.
  • Collaborate with the Transformation Manager to integrate the business and B-BBEE requirements to identify, evaluate, develop and improve the supplier database, ensuring that the B-BBBEE credentials of suppliers are current and support the transformation objectives.
  • Analyse product usage trends and determine consistency of product usage to maximise cost and quality efficiencies.
  • Build and maintain mutually beneficial relationships with operational and functional management and their suppliers.
  • Analyse and report on supplier trends to ensure relevance and market intelligence to the business.
  • Engage with the Strategic Sourcing team on a regular basis to ensure alignment in terms of supplier agreements concluded for the utilisation by the business

5. Reporting, Risk, Ethics and Compliance

  • Ensure that the legal, regulatory and policy requirements and complied with by the business and its suppliers.
  • Identify and remove potential barriers to the successful implementation of tactical sourcing strategies and manage internal stakeholders to ensure understanding and alignment.
  • Contribute to the risk register and manage the strategic sourcing and supplier management risks in accordance with the business requirements.
  • Identify and manage risks that may arise through the operation of the contract and implement robust financial and operational controls.
  • Produce, implement and maintain internal tactical sourcing / supplier management documentation.
  • Responsible for monitoring and tracking P2P key performance indicators (KPI’s) to ensure performance management against target and continuous maturity of the function against best practice benchmark.
  • Accountable for data cleansing, integrity and alignment. 
  • Promote data quality and integrity.

6. Team performance and continuous improvement. 

  • Ensure that the tactical sourcing team is optimally structured and has the requisite skills and experience.
  • Manage the team in line with the business Integrated Employee Value Model and drive a culture of continuous improvement, respect for people, innovation and collaboration with other parts of the business.
  • Manage and develop Procurement Managers and buyers.
  • Implement projects to improve systems and champion BBS in category.
  • Develop commitment and a culture of ethical behaviour and practices.

Competencies and Skills

  • Extensive knowledge of strategic sourcing networks within the logistics, supply chain and transport industry.
  • Demonstrated broad understanding of the content, processes and delivery channels in the field of the assigned category.
  • Expert understanding of strategic sourcing commercial value proposition.
  • Deep understanding of strategic sourcing and supply chain management best practices and risks such as counterfeiting, bribery and corruption, disruptive technologies, cyber attack.
  • Expertise in Total Cost of Ownership Analysis and stakeholder analysis & mapping. Understanding the impact of mergers and acquisitions.
  • Sound understanding of business and transport related legal and regulatory aspects governing strategic sourcing i.e National Road Traffic Act, OHAS, Sustainability and Environmental Affairs Act, B-BBEE Act.
  • Well versed in B-BBEE codes, supplier management requirements and tender processes.
  • Financial and commercial acumen.
  • Savings tracking methodologies and reporting. 
  • Techniques for stakeholder mapping, value stream analysis, cost modelling, network optimisation modelling.
  • Excellent written and oral communication skills to influence, persuade and convince at all levels (technical and operational). 
  • Expert negotiation skills and well-developed listening skills.
  • Exceptional interpersonal skills for relationship management, networking and consultation. 
  • Strong ability to interpret numerical information. 
  • Highly developed EQ skills and sensitivity to diversity to deal with ambiguities, conflict and adversarial relationships and to work with cross-functional teams and build relationships across multiple functions, countries, regions and cultures.
  •  Critical and analytical thinking skills to analyse and diagnose requirements, assess potential and risks associated with supplier and market changes, interpret data, and solve relatively complex problem through sound judgments. 
  • Ability to manage multiple tasks and priorities and drive tasks to completion in a fixed time-frame and in a pressured environment through highly effective time management, planning and organisation skills. 
  • Computer, technology and systems skills i.e. ERP inventory/stock management software.
